1981 35hp J35ELCIG Idle adjustment screw tension?

The idle adjustment screw on the front of the carburetor will vibrate and turn itself up and down, I’ve seen a couple different schematics which one has what appears to be two gaskets and another appears to be a spring.
I’d appreciate any insight

There has to be a way of holding it in place once set.

Ignore that schematic.-----Replace that wee plastic bit where the needle screws in.
