1979 40 HP merc help

I'm trying to test my stater and switch box. When I test the red and blue wires from the stater to ground while cranking, I get nothing unless I switch my tester wires around to red lead to ground and black lead to wires, then I get about 10 or 12 volts. Can someone explain that?
 
Well, for one thing it's AC current; it sounds like your meter is set on DC. And that voltage should be in the hundreds of volts.

You need a DVA meter to check it on the DC scale. AC works fine for an indication.

Hey, I finally got this thing running ( roughly). It was wires going to the ignition switch. Does anyone know where I can find a free site that will show me how to tune it up.
 
I just cleaned & rebuilt my carbs and I found some of the YouTube videos helpful. You might start there.
This site has been very helpful too. My motor runs 100% better because of the advise on this site. Thanks
Let me know if you find some good tune up advise.
