1979 15HP question

My 1979 15Hp has been sitting for about 6 years. I just finished changing the seals on the lower unit and have it all put back together. I changed the spark plugs and she fired up pretty quickly. I noticed that water is not spitting out of the water pump indicator and there is water coming out of the exhaust relief. The motor runs when the choke is pulled out. I let it warm up for a minute or so, enough so that the choke should be okay to push in. When I push the choke in the motor cuts out. I'm not sure where to look for this problem. I think it must have to do with the water not pumping correctly. Can anyone offer me any advice on how to tackle this problem?

The carburetor is fouled due to sitting so long. Clean and rebuild it.

Replace the water pump assembly.

Tank,fuel lines,fuel pump should be cleaned first, Check any filters if u have them? Engine is running lean,not healthy!!
