I've got a milky substance on my spark plugs after trying to start my motor. Also, we tilted the motor up to try to do some diognostic to it and when we dropped it back down, the substance came out of the intake. Any thoughts on what could be causing this and steps to do to fix the problem?

Is the milky substance water? Those motore sometimes have a habit of letting water into the cylinders thru the exhaust manifold because of a blown/torn gasket; yours may have just started leaking. Good luck
