1976 90hp force outboard wont start up

I got a pontoon from my grandfather in 2015 when he passed away. I am now starting to get it running. i sprayed some carb/choke cleaner in the carbs hardcore and replaced the fuel line going to the fuel pump its either wont start or will fire for about 2 seconds and dye back down and quit. I'm thinking about trying to find a fuel pump kit and replace the fuel filter but I don't know what else to try. looking for some input

Your on the right track: Fuel pump rebuild then clean the carburetor.
Do a compression and spark test.

i took each plug and hard spark on each one and it was 107 ish in cylinder 1 and 125 in 2 and 3
