1970 60hp 3 cylinder Johnson. New ignition coil wire sparking onto flywheel out of the rubber boot

I recently changed my plugs, a new ignition coil, and a new cdi amplifier on the motor and theres a constant spark coming out of the boot and arcing onto the flywheel off the ignition coil wire. Motor still runs, just rough. Any idea what causes this? Everything was installed properly and yes the boot is new and completely pushed over the wire end.
