1969 Merc 1000 WOT at startup

Cleaning up my grandfather's boat and the motor instantly shoots to 5500 rpm. The boat was sitting for about 5yrs, so I put clean fuel in it, checked the compression (120-ish in all 6cyl), and cleaned out the carb filters/screens. I've verified that the distributor is not advancing. Using the warm up lever only makes it scream higher. I'm wondering if I should just disconnect the warm-up lever completely for now. Your thoughts are welcomed.

The throttle cable is not adjusted properly--it won't allow the throttle to come all the way down.

That's exactly what it was. I adjusted the cable to where the distributor just rests on the idle stop. Weather is turning outside, so I didn't have time to verify if the throttle plates are opening fully. That's the next test, but for now, I've got it idling at 800rpm on muffs.
