1958 Johnson CD-15 driveshaft to crankcase plate and gasket

Hello. I recently acquired a CD-15 that hasn't been run in quite a while.
As I was going through the motor noticed that the driveshaft to crankcase plate was installed upside down with the flat surface facing upward.
What exactly does this plate do?
What are potential problems that could result from the plate being upside down?
Thanks for any info regarding the plate.

That assembly is a " mechanical " seal.-----The plate is the stator.-----The black carbon element rotates against it and these keeps water from getting in the lower bearing..-----A wonderful simple concept.-----Worked on many mechanical seals with pressure at 1000 PSI.
 
The carbon seal rotates against the flat surface. The seal assembly is a vital part. It keeps water from passing through the bearing and into the crankcase where the oiling system distributes it throughout the powerhead. Not a lot of water, but enough to rust the crankshaft rod journals and destroy the connecting rod bearings over time. Maybe not today, maybe not tomorrow, but eventually the motor will toss a rod through the crankcase. Then somebody will look at the carnage and proclaim it was caused by lack of oil. It wasn't an oil problem, it was a water problem.
