Anyone know what the timing curve should be on one of these?

I've got one that's hard starting, new coils, plug wires and plenty of spark. Went through the carb, cleaned via ultra sonic, new float and reset it to level. It will start sometime when I wheel it over with a drill motor but very tough even when wrapping a rope around the flywheel. I suspect the magnets have grown weak, but I have no way to test or compare that I can think of. I don't have a gause meter or magnetizer. Wondering is weak magnets could be a cause? Hoping some of you other old coots (P.S. I'm only 71) can remember what may help!
 
Old coot here (85). Outboard flywheel magnets made since WWII simply don't go bad, short of running them through the smelter. Look for something else.
