1955 Old Boat Motor 15hp runs but I need help

I have a 1955 15hp evinrude painted in blue. It runs but there is a fuel issue going on. It appears it has been modified to run with a non-pressurized fuel tank and I wanted to see if anybody might have experience in that.

First, there are tons of experience out there concerning the fuel pump conversion, as well as ways to do it. What sort of fuel issue do you think you have? Has anything else been done to the motor?
