what engine do i have

i just got a bass tracker with what looks like a salt water 40hp johnson but dont know the yr and the tag is missing i found a number on the welch plug g2512976 hope someone can unravel the mystery.i got it running but can only run with pushing the primer so i think a carb clean is in order i have the numbers from the carbs if that helps any h0432439 or 398340 thanks in advance
 
it doesnt say tracker on it and the motor is white and it has a vro pump i have never seen a white merc ever plus most of the parts i have looked up are from evinrude
 
someone has to know what this engine is. it def. isnt a merc that much i know it appears to be somewhere around 90 or 91 is there anywhere else i can look for numbers besides the welch plug i need to know what yr so i can order a water pump carb kits and a wiring diagram thanks to all for any help they can give you guys have helped me for last 5 years
