motor sat all winter but i st

motor sat all winter but i started motor and it rev. very high like 3500 rpm. what could this be.

" Had this happen once before with my boat. When I put her to sleep for the winter, I moved the throttle control forward to install cover. After sitting over the winter I had to lube the throttle linkage in the motor as the advance linkage hung up slightly. It doesn't seem to take much on these motors. It was pretty hard starting also due to the advance being stuck forward. "
