15 HP 4 cycle overboard water discharge

" I have a year 2000 15 HP 4 c

" I have a year 2000 15 HP 4 cycle Evinrude model # E15RV4SSS. The cooling overboard water continually gets stopped up in the accelerator pump cover (part # 5000278). I have all of the manuals for this engine, and while it shows that the water does flow through the accelerator pump cover immediately before exiting the cowl, it does not explain the purpose. I have asked three authorized service personnel this question and they all think that I am crazy until I show them the manuals and then they say that they never heard about this before.

Why does engine cooling water flow through the accelerator pump cover, and what would result if I bypassed the water around the accelerator pump cover? I only operate my engine in warm weather
