"What is the basic reason for synchronizing the follower cam with the flywheel. Is it just to ensure that the throttle readings on the handle correspond properly to what is happening to the throttle in the carburetor, or is it doing more than that?"
 
It all has to do with opening

It all has to do with opening the throttle at the correct time relative to the spark timing.If throttle is open too soon the motor will not have good low speed running / idling.Absolutely nothing to do with the guide on the handle!!!
