Last night my mechanic buddy t

Last night my mechanic buddy tested the timing and made the needed adjustments on the motor. We took it out and it ran pretty good!
Things are certainly improved but I am maxing out at close to 4000rpm. When I back off the throttle just a bit for a few moments then go back to full power it excellerates for a moment then goes back to around 4000. I cleaned out the carb again but am wondering if one of the carb adjustments is off
Any other thoughts?

"With the engien stopped, remove the flame arrestor and then give full throttle: the butterfly should be fully open. Also, check that the fuel pump is delivering sufficient fuel: the pressure should be 2-4 psi. Make also sure that there is no obstruction or air ingress between the fuel tank and the carb (stuck anti-syphon valve, clogged fuel filter, etc). And make sure that the fine fuel filter inside the carb is clean."
