Detroit 671 black smoke at high rmp 2200 loss of power

I have rebuilt 671's with

I have rebuilt 671's with about 10 hrs and the starbard engine runs great until about 2100-2200 rpms then oil blows up to the air sep and black smoke and loss of power. The injectors are new and we believe they are ok. The turbo is rebuilt and also seems to be ok. There doesn't seem to be any blow by out of the dip stick. Any thoughts?

CHECK VALVE COVER BREATHER AND THE MIT BE A BREATHER ON THE BELL HOUSING.ALSO CHECK AIR BOX DRAINS
