"I am looking to purchase a Falcon 23 with is fitted with a Volvo Penta AQ501A 220 engine. My location is the river Avon in Worcestershire with speed restrictions of 4 mph up river and 6 mph down river. Will this power unit be ok at these slow speeds ? if not, what unit do you recommend."
 
I have a 5.7 GM engine on a 22

I have a 5.7 GM engine on a 22' boat and I can do a minimum speed of about 2 knots. A 23' boat with a 5 liter GM engine should not be much different.
