Water Pump 90 hp Problem

Last night I installed a new w

Last night I installed a new water pump impeler on 90 hp Mercury. The water pump works great but the motor is stuck in forward. Does anybody know what I did wrong with the shift shaft?
 
"You moved the shift shaft on

"You moved the shift shaft on the lower unit. I do mine in neutral to avoid this problem, since you can move the prop to verify its still free spins during assembly.
Remove lower unit, have control in neutral, turn shift shaft counterclockwise (I think) until the prop spins freely and does not ratchet in either direction, reassemble, move flywheel to alien drive shaft."
