2004 honda 40 hp wont rev over 3000 rpm

just got a pontoon with a &#39

just got a pontoon with a '04 40 hp 4 stroke rpm's will not go over 3000 revs good to 1500 and then flattens out to 3000 max. hot or cold. carbs? or is there some kind of temp rev limiter? or is it not advancing the timing?

"Are you sure the tach is right? Look on the back and make sure the dial is set for "2P": 2 poles. If the engine is not running rough, then it's probably not the carbs.

If the tach is right, maybe you are over propped?"

"SOUND WISE IT IS NOT REV'ING UP, IT HAS A 12.5 X 9 PROP WE DROPPED DOWN TO A 12.5X8 PROP NOTHING CHANGED. IT SEEMS LIKE ITS ONLY 1/2 THROTTLE. CHECKED LINKAGE AT THE CARBS AND THEY OPEN TO THE STOPS. CHANGED PLUGS EVEN THOUGH THEY LOOKED PERFECT(NICE WHITE COLOR, NICE GAP,SQUARE ELECTRODES) NOTHING CHANGED. BARELY GETS THE PONTOON TO 6 MPH. ANY OTHER SUGGESTIONS? ALSO SEEMS THIRSTY,WE HAVEN'T PUT 5 HOURS ON IT AND IT HAS GONE THROUGH APPROX. 10 GALLONS OF GAS"
