Should fuel flow to and from t

Should fuel flow to and from the fuel tank freely or is there a one way valve inside the tank? This is an aluminum tank in a Bayliner with IO engine.

"I found it, what is iys purpose? It seems to be causing the engine to starve for fuel. When I run the engine hard it sometimes dies because of low/no flow. I then have to suck fuel through the systen to get it going again. I have a filter/water seperator between the tank and fuel pump. It has a new pump abd pulls a vacume in the lines but will not keep the fuel coming. I am thinking of removing this anti syphon valve?"

"That filter before the pump might be the culprit, unless it's actually a separator (coarse, 30 micron) instead of a true filter (fine, 10 micronor less). Filters should only be placed AFTER a fuel pump.
