Reverse problem

"270 stern drive, works great

"270 stern drive, works great forwards but when put into reverse it seems to be only partly engaging, the duo props seem to be spiining put give it more throttle and the engine revs but very little power. Any suggestions?

It looks like the reverse clut

It looks like the reverse clutch is slipping. Try adjusting the shift cable and see if that makes any difference.

Also, make sure the control cable sleeve is secured to the outdrive (tab 37 is in place and screw 36 is tight) and that the control cable moves forward and aft when shifting."
 
I have a 1985 Volvo Penta 280.

I have a 1985 Volvo Penta 280. It will go in reverse fine out of the water but in the water it doesn't go be every blue moon.
What do I need to look at or adjust?
