Low rpm on rebuilt 350cu 270 hp

" Twin 350 engines starbord or

" Twin 350 engines starbord orginal 1987 engine achieves 4200 rpm, port rebuilt in 2001 achieves 3800 rpm.Props are the same. Compression is fine, all filters have been changed, fuel tanks have been swapped, complete set of plugs wires etc including new prestolite elect distr. Port runs fine at normal cruise rpm of 2800-3000. Run 87 octane fuel. Carb secondaries appear to open normally. Temp is 160 and oil pressure is 60psi at 2800.
All appears correct except the inability to get above 3800rpm.

"Ghost, in order of best to worst situations, here's what I'm thinking about the port engine...

* Air flow restricted in the flame arrester.

* Running gear is fouled or bound up (not likely if they cruise at the same throttle setting.)

* Engine isn't in as good tune as the starboard, mostly with regard to carb adjustments and total timing.

* The rebuild was milder than the claimed 270 hp. Lower compression, milder cam, etc., in effect making the prop too big for the power available.
