with linkage unhooked on start

with linkage unhooked on start motor revs to max rpm checked all elect. conn and fuses also have idle adj. set to low dont know if it is idle adj controller bad or poss rpm counter on top of flywheel or am i on the right track please help me. thanks.
 
yes plates on all 4 carbs are

yes plates on all 4 carbs are shut tight this is what puzzleing me how can it rev so hi with out valve bodys open . i hope with your help i can solve this soon because the fish are biteing.
