Volvo penta power steering turns left but barely turns right

"having trouble with power steering. 86 bayliner conquest 3250 with teleflex rack and pinion at helm, volvo penta power steering. (numbers on unit: 852741, P03, 1PA-HH. stamped 14004)
Problem: drives turn fully to the port, but only about 5 degrees starboard and at that point steering wheel is turned fully to the right. 2.5 turns total (end to end) on teleflex rack and pinion steering.
teleflex states that the steering cable should extend 8.5 inches. the ram on the volvo penta unit only extends 7inches, appears that if it extended 8.5 inches the drives would fully swing to the starboard. fluid levels, belts have been checked and are fine. not yet checked: load has not been removed to verify ram remains in place and not extend or contract automatically under no load. steering seems tight, no excessive play. in summary turning wheel completely left, drives turn fully left, ram is extended 2 inches. turning right, drives past center and move only about 5-10 degrees to the right and steering wheel hits its end, ram has extended 5 inches more, for 7 inches total.

"Is this a problem that happened all of a sudden, or have you replaced some components lately, like the steering cable?

On some installations, the steering arm is not supposed to reach fully one side (that is, is not supposed to reach the stopper on the transom shield), because otherwise it won't be able to turn enough degrees to the other side. In your case, it may be something as simple as adjusting the correct center position for the steering cable. The procedure is well explained in page 15-78 of the Seloc manual for VP 1992-03 models."

we bought the boat in that condition unaware of the problem, and are unsure of the cause.
i believe that when the drives are turned fully left they do hit the transom plate."

"You can purchase the manual either online or at a marine shop. Unfortunately, the manual covering your engine and outdrive (1968-1991 repair manual) has a very poor coverage of the power steering. On the other hand, the one covering models for 1992-03 contains a procedure to adjust the steering cable.
