Try Ebay for your manual,have purchased some very good ones very cheap.
Cannot help with the 4bbl carb, I am sure there may be an improvement but 15hp may be a stretch.

"The best Mod I ever did to my 3.7 165 2bbl was Bosch Platinum +4 plugs for a 72 454 truck motor, 8mm wires, Mobil 1, and an aftermarket coil. After I put a cut out tuna can stack between the carb and the USCG screen, it ran as strong (55mph)as my old 5.7 4bbl. Wellcraft 196."
