1990 Evinrude 120hp cuts out at high speed

" I have a 1990 (or 1991?) 120hp Evinrude. It ran great, but sat for about 2 years. Put in new plugs, gas, gas tank, etc.. Starts fine, idles OK (always was a bit rough). It will run at full throttle for about 5-10 seconds, then cuts to about half speed. After another few minutes off or idling, it will run fast for another 10 seconds. I cleaned out the carbs, but they looked fine anyway (no crud or dirt visible). I put on a new power pack, but no difference. I was thinking maybe it is the fuel pump, or perhaps the stator. Is the VRO fuel pump easily servicable? Might this be a bad stator?

If the vro pump is failing pumping the primer bulb makes you the fuel pump also try another tank and hose
