Converting from tiller to front steer

"I have a mate with a tohatsu 40hp tiller steer which he only wants A$500 for. Is it a difficult and/or expensive exercise to convert it to front steering? Sorry I haven't got exact model details at the moment, but any general advice would be great until I can post the details. Cheers"
