Carbs kits redone a year ago and now stripped, cleaned.Find top two plugs oiling up, changed plugs, no change. Used it the week before and no problem, problem arose as soon as I put it in the water a week later. Fuel supply good"

do a compression check and spark check
that motor only uses the top 2 carbs when idling
