This is a 1966 motor and it looks like it may have had a cable steering setup but my boat steering is setup for a mercury with a tilt tube. Is there a way to adapt the steering that is on the boat to this motor?

visit any dealer to get an adapter kit or take a tilt tube from a scrap motor(any brand) and make your own adapter.
