89 Volvo Penta AQ271C ignition or carb, maybe something else

Hello,

My 28' Carver with a Penta AQ271C is extremely low on power, RPM's will not pass 2800 while underway. I saw that the secondary's are not opening so I had the carb rebuilt with no change in performance. From there i was verifying the timing and it was good. While leaving the dock for a test run I noticed that I had left the timing light connected to the #1 plug wire and that it would randomly stop showing spark. I then moved to other wires and found two other wires not showing spark. I pulled the plugs and those were fouled. After replacing the plugs all was good again but after a short cruise this repeated itself. My friend is saying the carb is at fault for fouling plugs causing it not to spark, I say its an ignition issue causing the no spark and fouling.

Anyone have some ideas? this is a electronic ignition with new cap, rotor, wire, plugs. I had the distributor check at a local shop and they said it appeared fine.
