Mercruiser 3.0 only starting with starting fluid

So I bought a boat with a 2006 mercruiser 3.0 alpha one motor and it will only start when I spray a little carb choke in the carb. The boat was hardly used and sat for a while. Used about 6 months ago. Maybe 15 hours on motor total so it looks brand new yet. It has non ethanol gas from one year ago that looks good yet. I pulled the fuel line off and turned over the motor and it put out a good amount of fuel when cranking. The carb has a tks enrichment solenoid on it so no choke. I did try pumping the throttle but I cant tell if any gas was being injected into the carb. When I did run the motor, I can hear the whistling from the solenoid sucking air which eventually went away when it got warm. The motor ran a little rough at idle until it got warm and then ran fine. Just thinking the carb needs to be cleaned, solenoid rod cleaned, or maybe bad fuel accelerator, weak diaphragm in pump? Looking for thoughts.
 
Keep using stater fluid and you will be replacing the pistons. FIX THE PROBLEM
Will it start using about 2 oz of gas instead?
