Yamaha 2.5HP 4-stroke stalls randomly

The sailing club has 4 late-model Yamaha dinghy motors...all 2.5 HP 4-stroke.
There have been complaints of random sudden stalling when returning to the slip at the marina.
Typically, they restart easily. When running, everything is fine. I have experienced the stalling, myself.

The only thing that I've noticed is that the stalling seems to happen to the ones with the EPA
fuel cap. The venting on the old style and EPA fuel caps is different. Instead of a plastic wing nut that unscrews,
the new EPA caps have a pointer that points to OFF or ON.

Is it possible that the new EPA caps have a venting problem? No, we are not running out of fuel.
After stalling and re-starting, I've had an engine run for 10 minutes at moderate throttle.

I suppose a drop of water could do the same thing.
Anyone else experience this problem?
