2002 Tohatsu M140A2 Will Not Accelerate Past Idle

I brought this M140A2 a while back and it was running fine at the time. After 12 months I've fitted it to the boat and now it won't increase speed much past idle and does this weird miss/shake thing. It is also very smokey.

Checked plugs, drained carbs and new fuel.

Any ideas?
 
Is it auto mix for oil? Are you sure it's getting 50:1 and not richer? Did you clean all 3 carbs?
