I am having throttle shifter problems. Having trouble finding neutral and now I noticed a milky substance leaking from lower unit. Started training it and a thick white milky stuff came out. It was so thick it wouldn't drain by itself so I shot air in the top hole and blew out what I could from the bottom drain hole . Obviously water has gotten into the lower unit possibly from the shifter tube . Would that be what's wrong the the throttle not shifting right .
 
Possibly. Fishing line wrapped around the prop. shaft cutting into the seal is common issue with lower units. If it was my engine I’d pull the lower unit, pressure and vacuum test it. That will tell you exactly whats allowing water in. If you haven’t changed the water pump in a while I’d add that to the list.
