The positive terminal of the battery provides power to the relay holder. So that when the relay is closed by the ECU the relay can relay battery power on to the devices previously mentioned.

Check the relay holder and the relay terminals for evidence of any corrosion which will add to the total circuit resistance. That resistance can cause heat to build up.
