1996 Yamaha 75hp 2 stroke oil on plug

Hello and thanks for any help!
1996 Yamaha 75hp 2 stroke.

Issues observed:
  1. Stalling out at idle
  2. stalls when engaging
  3. motor shakes
  4. middle spark plug fouled black with oil in minutes
  5. low power at WOT

I have rebuilt the carbs, minimum build up, one jet was clogged. Compression was about 3 percent lower on middle cylinder.
 
What are your compression numbers, good spark? water in fuel? good spark plugs? carb adjusted right? when was the last time it was decarbo[FONT=Roboto, Helvetica, sans-serif]nized?[/FONT]
