F70 only runs at 3400RPM

Hi,
I have an F70 that will not rev over 3400. This is after changing the VST filter. The HP pump tested good. 70 PSI with the return line pinched.
The engine blew a 150 compression in every hole and is banging on all 4 when I pull out plugs for the injectors.

YDS has no codes TPS and shift switch is working.
Prop is a 15 inch wheel on a Whaler Montauk


:confused: What do I check for next?
 
13.25 or 13" would also work, however not sure small drop in diameter
would make that much difference.
I run a 13" on my F60 and get max rpms
