4Hp 4 stroke keeps stalling

I have a 4 hp merc 4 stroke kicker on my boat, it has the built-in tank as well as the external fuel hook-up. I have it connected to the external fuel supply via a fuel line from the main tank on the boat. Fuel line comes from the tank to a T fitting then splits, one goes to my main 150Hp motor and the other to the kicker. Both lines have their own primer balls.

The main motor runs perfect, have never had an issue. The kicker fires up awesome and runs at a low idle no problem but when you speed it up to a higher RPM it runs for about 2-3 min and bogs down and dies. I replaced all the fuel lines and both primer balls as they were old and wore out but didn't solve the problem. When the kicker is starting to bog down and about to die if you pump the primer ball a couple times it'll pick back up and run again, i'm assuming its starving for fuel for some reason. Any help would be great, thanks.
