1988 Johnson 70HP won't turn over

Greeting Everyone,

I am fairly new to the outboard engine world, previously only working on automotive engines.
I have a 1988 Johnson 70hp 2-stroke, and it will not turn over. The starter engages and the battery has had a full charge. I also can't turn it over by hand from the bolt on the top of the crank, it just seems stuck. I have made sure the engine is in neutral. I thought the pistons might be stuck potentially, so I put both trans fluid and penetration oil in the cylinders for a few days an still nothing. I have just removed the powerhead to take a look and all seems normal, cylinder walls don't appear to be scratched or damaged. Before last winter (2021), I made sure to blow the water out of the engine and turned it over with some oil in the cylinders to make sure all was greased for the winter.

Any ideas on what could be wrong?
