80's 7.5 hp hard cold start

I have a late to mid 80s 7.5 with CD ignition sn 6178305.
I've been through the carburetor, hoses fuel pump and so on. The problem is it's really hard to start the first time (cold start).

If I remove the plugs and add fuel, it will start up after several pulls, then it continues to start easy for the rest of the trip. It has extremely good spark and new plugs. It has 130 psi compression in both cylinders.

Any suggestions on how I can get it to start easier?
 
Issue might be reed valves or seals on the crankshaft.-----Rubber seals go hard and labarynth seal might wear from bad bearings.
