Honda BF135 Am I reading the right code?

Hello, recently pulled my boat out of long term storage. I've rebuilt the fuel system, disassembled, cleaned, replaced filters and pump, changed plugs, oil, etc. All the basic stuff. When I try to start the boat I get the 2 beeps then the MIL on and a repeating beep. I jumped the sensor and got the MIL to show one long and 3 short flashes. I would assume this would correlate to code 13 BARO sensor, but I can't imagine this causing the engine to refuse to start. I inspected the wiring for the sensor and have a new one ordered, but I still have a hard time believing it would cause a no start situation.
Could I be reading the code wrong, could it be a 3? Does the MIL flashing light correlate to another set of codes?
Just starting to get frustrated, engine only has about 40hrs on it.

Start with basics, spark, fuel pressure and compression. Clear the fault and see if it comes back, could be you had the ignition on when you unplugged a sensor. Long term storage with untreated fuel often results in fuel pump failure.
