Disk with serial number?

I found a 3/4" alloy disk with the engine's S/N embossed, loose under the cowl.

What's it for and from where did it dislodge?

Actually it is 1" (25 mm) in diameter and looks like this:

Might be a coincidence but engine no longer draws gas properly.

Is it a welch plug and I have an opening I shouldn't have?
 
I found a hole on the right side of the powerhead abaft the fuel pump and the disk fits exactly in the recess. I would not say that it is tight, and I can pull it out with strong adhesive tape.

Can I clean all the surfaces and apply a high-temp epoxy bead to circumference? Or does this need to be forced in deeper? I might be able to get a wood dowel in there and hammer the other end.

The disk does not seem to be a serviceable part and does not show up on the parts diagrams I see on the web.
