QD 21 1960 Johnson 10 head bolts

I picked up this QD 21 and want to relace head gasket. I have 9 of 10 out but one broke. I cant find factory head bolts for this motor. I have the part number but none are available from any place I have looked including here. Can I just use hardware store bolts? The ones that came out are not going to take any torque. Should I use permatex aviation on the new gasket? Thanks for any and all help. Posted in the wrong spot and cant delete it last time.
 
The old ones are almost bare of thread except for the part the goes into the block from rust. About 3/4 the thickness of what they were originally. Looks like they would snap right off if I give them any torque. Any thoughts on the gasket sealer?
