1997 ocean runner 200 hp fuel problem

Hi all
Been having a problem with my hand primer bulb taking for everr to get fir and it looses it prime by the next day changed tank check valve checked all hose fuel water separator.
Now i have fuel leaking down the the engine leg .
Could this be a bad primer pump ? .
Ps carbs where rebuilt 4 yrs ago

Just so you know.----There is absolutely no reason for the bulb to stay hard.-----It is a manual fuel pump , used to fill the carburetors.-----It saves your starter motor having to do that.----After the carburetors are full the bulb does nothing !-----So if bulb does not go firm there is a leak somewhere on the engine.----Remove cover in front of carburetors and observe where fuel might be leaking.
