New hp pump and fuel pressure regulator, bowl fills and bulb firm. No voltage to pump connector when ign to ON. Two of the four fuses have +12v and fuses are all ok. Engine will crank but not start. I've worked on many outboards but electrical isn't my strong suite. Engine electronic system beeps when ign to ON. What controls when the pump receives voltage? Any help is appreciated.
