Bf25a tilt spring set up

I inherited a 25hp that came with no tilt link or tilt lever springs and I can't find anything on ho they'really supposed to be set up or replaced. Please help. An image or procedure would be fantastic.

I'm not sure if I am interpreting your post correctly but if it's just that it's missing some parts and pieces the link below should show most of what is needed. Tilt springs are items 12.

I've never done a swivel case on a 25 so I can't provide any instructions on the easiest way to work on it. The few others I have done I just sort of picked and pecked my way through and looking at those parts diagrams were a big help.
