2013 Mercury 60 HP Big Foot 4 stroke Idle issue

See the below video. Engine starts up perfectly and idles without issue. When revving and returning to idle the engine sputters. Sometimes it will recover to a good clean idle, but most often will die after a few seconds. Need help identifying the issue.
