2002 150 Nitro XR6 - Replace Water Pump Issue?

I have a 2002 "new-to-me" Mercury engine. With the flush muffs on, when I first start the engine, there is no telltale. Then after the engine warms up, the telltale stream fluctuate between a steady and weak flow.

Is that normal?
 
Some engines don’t like muffs, try running it in a barrel instead with enough water to totally submerge the water pump. At least 4” above the anti cavitation plate. That being said, it’s good practice to replace the entire water pump on a “new to me” engine, not just the impeller but the entire water pump assembly. You should have water out the telltale with in seconds of starting the engine.
 
Correct, there are 4 items list. Which is a sealant and which is a lube. Is there a particular type of lube and sealant. I don't want to assume and use one that doesn't meet specs.
 
For those interested, I was able to locate the 4 items:

7 Loctite 271 (92-809820)
19 Perfect Seal (92-34227-1)
23 liquid soap (diluted) - i.e. Dawn w/ water
95 2-4-C With Teflon (92-825407A12)
