Large black hose under fuel pump

Perhaps part of the system to feed any fuel pump leakage into the carburetor.---Prevents fumes from gathering in the bilge.----If you are unsure of this then consult with your local boat shop.-----Or have a parachute handy.

We can only guess without more info like whether it's a 4 6 or 8 cylinder, how old, etc. How about a serial number at the very least. Large hoses are usually cooling system. It may be the seawater supply from the drive to the thermostat housing but again, no idea.

If it's "Large" likely re circulation of cooling water in the block by the water pump, i.e. not the raw water pump... but as was said, without ANY engine info ?????
