2011 Tahoe 228/Alpha 1 stern drive

Motor sounds like it is lugging down. shop can find nothing wrong with motor. Is getting very hard to get out of gear. (forward & reverse)
Last work done on it was a lower unit rebuild. Had hit a under water stump. Could this rebuild be part or all of the problem
 
If you are having trouble getting in and out of gear the small black wire that connects to the shift interrupter could be disconnected. I had that issue once when my yard forgot to reconnect the kill switch and it got progressively harder to pull out of gear.
That would not explain the engine lugging. That could be timing advance, water in the fuel, cracked distributor cap or any number of issues. They may not be related other than the yard may be to blame for both.
